Eric Holder-seeking to tamp down any police action or ‘over-reaction’ to demonstrations as a result of 23 peers of Officer Wilson deciding there was no reason to indict him the death of Mr, Brown.
Implicit in the comment is the idea that the ‘reform’ needed is in society or the police, it’s representative to maintain order.

There is however the mathematical possibility that the reform needed is in the manner children are raised, disciplined, taught, and rewarded for positive behavior by all of family and society.
