The 19th Century brought the beginning of what can best be described as social "conscience", a reaction of the ruling classes against the after effects of the French Revolution This is when universal education started and this is also the reason all Western countries (at the time there were no Western countries in the southern hemisphere) a very long summer break, summer is harvest time, the busiest time on a farm. Agriculture was the principal industry the time and it had to have everybody work at harvest time, children included. If any one readng his is now in their 60's or older and from a farm, I am sure they can confirm that they too, even in the 20th century had to work on the family farm. A philosophy that is still part of Asian culture, a reason most convenience stores now Asian owned, when the whole family, children included work the family gets wealthy.
